The government has initiated a move to relocate the Sayedabad bus terminal, an inter-district bus terminal in the capital Dhaka, to Kanchpur in Narayanganj within four months.
On Wednesday, a government committee agreed in principle to appoint Chittagong Dry Dock Limited, an entity under the Bangladesh Navy, to construct the proposed terminal on more than 4,000 square metres of land within four months under the direct purchase method.
The construction work includes building sheds, offices, ticket counters and toilets at the proposed site at an estimated cost of Tk 6.88 crore.
A meeting of the cabinet committee on economic affairs, chaired by finance and planning minister Amir Khosru Mahmud Chowdhury, made the decision following a proposal by the Dhaka South City Corporation through the Local Government Division.
The establishment of the proposed terminal, about 13 kilometres from the capital’s zero point, is linked to a long-standing demand to relocate the inter-district bus terminal from Sayedabad to ease chronic traffic congestion.
The relocation of not only the Sayedabad terminal but also those at Fulbaria-Gulistan, Gabtoli and Mohakhali in the capital has long been under discussion for the same reason.
The relocation efforts have gained momentum following prime minister Tarique Rahman’s recent instruction to relocate the terminals from the capital as soon as possible.
Under the instruction, the Fulbaria-Gulistan bus terminal will be relocated to Keraniganj in Dhaka, the Mohakhali bus terminal will be temporarily shifted to the eastern part of the city before being permanently relocated near Tongi in Gazipur, and the Gabtoli inter-district bus terminal will be relocated to Hemayetpur at Savar, on the outskirts of the capital.
A World Bank report published in 2018 said that traffic congestion in Dhaka city cost $3-5 billion a year.
Economic intensity declined in the core of Dhaka, where traffic congestion poses the greatest challenge to increased productivity and competitiveness, the report added.
The Sayedabad Bus Terminal will be used exclusively for city bus services, while inter-district buses will be relocated to Kanchpur in phases as part of a wider effort to improve Dhaka's transport system, Dhaka South City Corporation Administrator Md Abdus Salam has said.
He also announced plans to relocate the Gulistan bus terminal across the river as part of a broader initiative to streamline the capital's transport network.
Speaking to reporters today (9 July) after inspecting the Sayedabad Bus Terminal and overseeing an eviction drive, Salam said the terminal had long failed to serve its intended purpose.
"Instead of functioning as a passenger terminal, Sayedabad has effectively become a garage and dumping station for buses," he said, adding that the facility should be used only for boarding and disembarking passengers.
Dhaka South has already begun cleaning the terminal and will tighten regulations on bus parking. For now, each transport operator will be allowed to keep no more than one or two buses inside the terminal, while additional buses will have to wait elsewhere.
To improve traffic flow, the terminal will have three designated entry and exit points.
Transport owners and workers have been given until 15 July to comply with the new rules. After that, buses will no longer be allowed to stop or pick up and drop off passengers outside designated areas.
Salam said maintaining discipline in the transport sector was essential to making Dhaka a cleaner and more liveable city, adding that transport owners and workers had assured the city corporation of their cooperation.
He also said illegal shops inside the terminal would be removed. The authorities will later verify documents before allocating designated spaces to eligible vendors and hawkers.
